KYRGYZSTAN, Sept. 21 (ChinaMil) -- The Fourth Meeting of Chiefs of General Staff (Chiefs of the Joint Staff departments) of the Armed Forces of the Shanghai Cooperation Organization (SCO) member states was held at the conference center of the Cholpon-Ata State Guesthouse in Issyk Kul Province of Kyrgyzstan on September 20, local time.
Colonel Kubanychbek Orozmatov, first deputy chief of the general staff of the Kyrgyzstan Armed Forces, presided over the meeting.
General Xu Fenlin, deputy chief of the Joint Staff Department under China’s Central Military Commission (CMC), Major General Murat Bektanov, deputy chief of general staff of the Kazakhstani Armed Forces, General Sergei Istrakov, deputy chief of general staff of the Russian Armed Forces, Major General E. A. Cobidrzoda, Tajikistan’s first deputy defense minister and chief of general staff of the Tajikistan Armed Forces, as well as representatives of the SCO regional anti-terrorism agency, participated in the meeting and delivered speeches respectively.
General Xu Fenlin said in his speech that the current international and regional hot issues have been occurring frequently, and both traditional and non-traditional security threats are intertwined.
Facing with the complex and various kinds of security challenges, especially the unoptimistic anti-terrorism situations in this region, it is necessary for various countries to make joint efforts to tackle the terrorism threats, Xu said.
The violent terrorist attack incident at the Chinese Embassy in Kyrgyzstan lately had shown again that terrorists are the common enemies of all mankind, Xu stressed.
“We must have zero tolerance for the terrorism, and the Chinese government and military will definitely safeguard the security and interests of Chinese citizens and its overseas institutions, and crack down terrorism resolutely,” Xu said.
Gen. Xu pointed out that since the establishment of the SCO 15 years ago, it has become an effective mechanism and construction force in promoting its member states’ development and safeguarding the peace and stability in the region and even in the world, setting a good model of new-type regional cooperation for various countries in the world.
The militaries of the SCO member states have been conscientiously implementing the consensuses reached by the heads of their countries, insisting on the solidarity and coordination, sticking to the equal, comprehensive, cooperative and sustainable security view, so as to build a defense and security cooperation framework with the high-level military meeting as its base, the “Peace Mission” joint anti-terrorism exercises and the “Peace Horn” military music festivals as its highlights, and the seminars in various professional fields as its support, Xu continued.
Gen. Xu stressed that the defense departments and militaries of the SCO member states should continuously hold high the banner of anti-terrorism, strengthen the efforts to crack down the terrorism and thoroughly eliminate the “three evil forces” of separatism, extremism and terrorism, including the East Turkistan Islamic Movement (ETIM), and their influences, so as to provide a secure and stable environment for the peaceful and happy life of the people in various countries.
The Chinese side suggests that various SCO member states continuously carry forward the "Shanghai Spirit" of mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations and pursuit of shared development.
The Chinese side will also strive to build a comprehensive, pragmatic and sustainable defense and security cooperation framework, further strengthen the construction of the organization capability and fast-response capability, and definitely crack down the “three evil forces,” Xu added.
Representatives of various sides participating in the meeting reviewed and summarized the progress of defense and security cooperation among SCO member states in recent years and expressed their satisfaction with the achieved results.
They also showed their support for Chinese side’s suggestion and indicated their willingness to make joint efforts to make new contributions to constantly deepening the SCO defense and security cooperation.
Colonel Kubanychbek Orozmatov said that the SCO is now constantly developing and growing, and its international status and influence is further increasing, which has been playing apparent roles in safeguarding regional security and stability.
Orozmatov also expressed that terrorism is the common enemy of the international community, and the militaries of the SCO member states should continuously make efforts through coordination, so as to play positive roles in jointly cracking down the “three evil forces”.
Major Gen. Bektanov said that the instable factors in the neighborhood of the SCO member states are increasing, and various SCO member states should jointly address threats and challenges.
Bektanov expressed that holding regular meetings among military leaders of the SCO member states and conducting multilateral and bilateral joint anti-terrorism military exercises within the SCO framework are conducive to pushing forward the in-depth development of the SCO military cooperation.
He suggested that it is necessary to continuously improve the existing cooperation mechanism and strengthen the pragmatic cooperation among the militaries of the SCO member states in such fields as international military contests and joint training.
General Istrakov said that terrorism is currently the top threat to various SCO member states. He expressed that the SCO has been enjoying an international reputation, and the defense departments and militaries of various SCO member states should make hand-in-hand efforts to implement the SCO Development Strategy Towards 2025, so as to strengthen the cooperation in such fields as joint anti-terrorism exercises and discussion on international security issues.
Maj. Gen. Cobidrzoda said that Tajikistan pays high attention to Afghanistan’s situation and its influence on the security in the Central Asian region. He expressed that the SCO is an important force in safeguarding the security and stability of various countries in the region.
Cobidrzoda hoped that various SCO member states should conscientiously implement the consensuses reached at the SCO Tashkent Summit, continuously deepen defense and security cooperation, maintain the smooth running of the high-level military meeting mechanism and explore new joint exercise modes and subjects.
At the end of the meeting, representatives of the militaries of various SCO member states signed the Minute of the Meeting of Chiefs of General Staff of the Armed Forces of the SCO Member States, and held a joint press conference after the meeting.
Before the meeting, Gen. Xu Fenlin met with Col. Kubanychbek Orozmatov, first deputy chief of general staff of the Kyrgyzstan Armed Forces, and carried out in-depth exchanges on the military-to-military relations between China and Kyrgyzstan as well as other issues of common concern.
