NEW YORK, Oct. 24 (ChinaMil) -- A special debate on nuclear disarmament was held at the First Committee for Disarmament and International Security at the 74th session of the United Nations General Assembly on October 22. H.E. Mr. Li Song, China’s Ambassador for Disarmament Affairs, elaborated China’s nuclear policy proposition and made a strong response to the US representative’s attack on China’s national defense construction and arms control policies.

Amb. Li Song pointed out that the global strategic security environment is undergoing complex and profound changes, and the international nuclear disarmament process has been seriously affected, which is exactly initiated by the US. Adhering to the Cold War mentality, the US incites troubles and creates confusions in the Asia-Pacific region and other parts of the world, pursues a more aggressive nuclear strategy, uses other countries as an excuse to get rid of the shackles of international regulations, develops and deploys nuclear armaments, lowers the threshold for the use of nuclear weapons, vigorously promotes the global anti-missile system and outer space dominance strategy, and seriously undermines global strategic balance and stability.

Amb.Li said that during the current session of the UN General Assembly, many countries expressed their deep regret and serious concern over the US withdrawal from the Intermediate-Range Nuclear Forces Treaty and the Joint Comprehensive Plan of Action, and urged the US-Russia bilateral nuclear disarmament process to continue and develop. This is what the international community wants. China actively advocates that all nuclear-weapon states should reiterate an important idea, namely, “nuclear wars cannot be won and must never be fought” , which has received universal response from the international community. In contrast, no one in the Trump administration is willing to stand up and reiterate this famous saying from former US President Ronald Reagan. The US owes the world anexplanation.

Amb.Li emphasized that China is not the US, nor will it become the US. China will not pursue the US nuclear strategy. Any irresponsible remarks about China’s military power are hypocritical and pale before the US lowers its nuclear arsenal to China’s level. China pursues the defensive national defense policy and deploys relevant missile equipment in its own territory. This is fully used to defend China’s sovereignty, security and territorial integrity, and will not pose any threat to any country that does not intend to infringe China’s sovereignty, security and territorial integrity.

As Amb.Li Song further stated, the Cold War has long been a history. If anyone attempts to make it a new international security reality, they will inevitably face a general boycott and resolute opposition from the international community. The international community should work together to build a community with a shared future for mankind, abandon the Cold War mentality and zero-sum game, fully respect each other’s legitimate and reasonable security concerns, and eliminate the root causes of the existence and proliferation of nuclear weapons. As the country with the world’s largest nuclear arsenal, the US should earnestly fulfill its special and priority responsibilities for nuclear disarmament, safeguard and extend the US-Russia bilateral nuclear disarmament treaty, further substantially reduce nuclear arsenals, and create conditions for the multilateral nuclear disarmament process.

Amb.Li Song then emphasized that China has always been an important and active force in safeguarding world peace and promoting international security. China will continue to work for peaceful development, actively practice multilateralism, and inject momentum into the international arms control and disarmament process, as well as make contributions to the lofty cause that promotes peace and security for mankind.
