浩瀚南海，本是商船渔舟自在穿行的地方，但总有一些兴风作浪之徒见不得风平浪静，只想浑水摸鱼。“康涅狄格”号核潜艇碰撞事故再次充分暴露出，美国才是南海“军事化”的最大推手、破坏南海地区安全的最大祸源。
The vast South China Sea should be a place where merchant ships and fishing boats can sail safely, but there are always troublemakers who just don’t like to see the region in peace and security and want to rock the boats and fish in troubled water. The collision incident of the US Navy Submarine USS Connecticut once again revealed that the US is the chief pusher of South China Sea “militarization” and the biggest scourge for regional security.
人们看到，美国本土距离南海8300多英里，却在南海周围建立多个部署进攻性武器装备的军事基地，并在南海常态化部署大量军机军舰，甚至冒用他国民航飞机地址码在南海活动上百次。今年以来，美国持续对华进行高频度海空抵近侦察，密集举行针对中国的大规模海上军演。
We see that being more than 8,300 miles away, the US has nevertheless built multiple military bases with offensive weapons and equipment around the South China Sea, and regularly deployed a large number of military aircraft and vessels in the region, even operated over 100 times over the region by using the address code of foreign civil aircraft. This year, the US military has continued to carry out frequent close-in reconnaissance on China both on the sea and in the air as well as massive maritime military exercises targeting China.
人们看到，美国借南海问题污蔑中国，误导国际舆论。近年来，从副总统到国务卿再到国会议员，各色美国高官借出访、国际会议等场合大放厥词，刻意制造“中国南海胁迫论”，歪曲抹黑中国立场主张。显而易见，贼喊捉贼的美国真正想要的不是地区和平稳定，也不是什么“航行自由”，而是基于地缘利益的“横行自由”。
We see that the US is using the South China Sea issue to smear China and mislead international public opinions. From its Vice President to Secretary of State and congressmen, senior US officials have taken every opportunity, including foreign visits and international conferences, to fan up the “threats from China in the South China Sea” and distort and smear China’s stance and position. It’s clear as daylight that the US has no interests in regional peace and stability or “freedom of navigation” – what the US has ever only wanted is the “freedom of domination” based on geopolitical interests.
人们看到，从菲律宾到越南，从澳大利亚到英国，美国到处拉帮结派，迫切希望将南海问题引向多边化、国际化，妄图给中国施加外交压力。作为域外大国，美国极力推动在各种地区和全球性多边组织框架下讨论南海问题，妄图使东盟在南海问题上统一口径，还鼓动日本、印度等国家“关注”南海问题。
We see that the US is busy recruiting gang members, from the Philippines to Vietnam, from Australia to Britain, in the dire attempt to make the South China Sea issue an international one involving multiple parties and put diplomatic pressure on China. As a country out of the region, the US has enforced the South China Sea issue upon various regional and global multilateral frameworks, in a bid to force ASEAN to unify its stance on the issue. It has also propelled Japan and India to “pay attention to” the issue.
作为当今世界多个热点问题的始作俑者，美在阿富汗为祸20年，前不久仓皇撤军留下“一地鸡毛”。此次核潜艇碰撞事故再度提醒国际社会和地区国家，务须警惕居心叵测的美国搅浑南海局势从中渔利。
Being responsible for a long list of hotspot issues in the world today, the US has played havoc in Afghanistan for 20 years, leaving the country in ruins and misery after its recent hurried pullout. The latest nuclear-powered submarine collision incident is a new reminder for the international community and countries in this region that they should be highly alert to the ill-intended US roiling the South China Sea in order to benefit from the chaos and tension.
中国对南海诸岛及其附近海域拥有无可争辩的主权。长期以来，中国致力于和东盟国家共同保障南海航道的畅通和安全，并作出重大贡献。各国在南海依据国际法享有的航行和飞越自由不存在任何问题。南海是世界上最安全、最自由的海域之一，迄今为止没有一起正常航行和飞越自由受到威胁或破坏的实例。
China has indisputable sovereignty over the South China Sea islands and contiguous waters. For a long time, China is committed to working with ASEAN countries to ensure the smooth and secure navigation in the South China Sea and has made great contributions to this work. All countries enjoy the freedom of navigation and overflight in the region in accordance with international law. The South China Sea is one of the most secure and free waters in the world, where the freedom of navigation and overflight has never been threatened or undermined.
《联合国海洋法公约》是规范当代国际海洋关系最重要的法律文件，被誉为当今世界的“海洋宪章”，而美国是安理会常任理事国中唯一没有加入该公约的国家。这样的国家根本没有资格对南海问题说三道四。
The United Nations Convention on the Law of the Sea is the most important legal document that governs modern international maritime relations. It is regarded as the constitution of the sea, and the US is the only permanent member of the UN Security Council that hasn’t joined the convention yet. A country that like has no position to point fingers at the South China Sea issue.
美国派出核潜艇等先进武器平台在南海耀武扬威、谋求霸权的行径，与地区国家的愿望背道而驰，不得人心，也没有出路。中国坚持走和平发展道路，绝不会搞侵略扩张，但也不会在各种挑衅面前忍气吞声。没有什么能够动摇中国军队坚定捍卫国家主权、安全、发展利益的决心和意志。
The US sending nuclear-powered submarines and other advanced weapon platforms to flex muscles and seek hegemony in the South China Sea goes counter to the wish of countries in this region. Such acts will find no support and will hit a dead end. China adheres to the path of peaceful development. It will never pursue aggression or expansion, but it will not remain silent in the face of provocations either. Nothing will shake the Chinese military’s staunch resolve and will to defend national sovereignty, security, and development interests.
